It's like a bike rack, but for scooters

This is the bicycle rack in front of my office building. You'll note that the scooters outnumber the bikes 3 to 2. Usually, the scooters are crammed into the rack so there's only room for one or two bikes anyway. Why is this? I've never ridden a scooter, but I notice these people don't even lock them to the rack; they just park them there, in the way. I'm pretty sure Denver law permits parking your scooter wherever you want, right?
